The following elements of the Italian guidelines on “Preventive and security measures against potential terrorist attacks on the water system” by ISS (National Health Institute), 2005, were examined in detail :
- Background:
- comprehensive information on bioterrorism, chemical and biological agent attacks, past events of intentional water contamination,
- identification of potential targets of hostile actions and chemical, physical and biological risk agents that could be used.
- Scenarios :
- vulnerability assessment of different water supply utilities,
- identification of scenarios for possible attacks on water systems.
- protection and monitoring measures for different water systems,
- decision making and emergency plans.
- Costs
- Related research and support activities.
